A statue refers to an act of legislature which proscribes or declare a specific law, which is expressed in writing . Statues normally set out the general proposition of a law.
3. The law was enacted to protect the safety of the people. It will not be a good idea for government to make exception to this law, because people will always take advantage of the loopholes created by exception. In the case of medical emergency, it will be best to call the hospital ambulance. This is because, the other road users will give the ambulance the right of way and the paramedics will also be attending to the patient before they get the person to the hospital.
